Packaging buyers serving the European market face growing pressure to address compliance in supplier contracts as the EU Packaging and Packaging Waste Regulation (PPWR) takes effect. The regulation applies from August 12, 2026, and national penalty mechanisms are set to begin in February 2027.
According to the report, packaging purchased this quarter for the European market is already subject to the new rules. Buyers are being urged to specify in supplier contracts that suppliers must provide evidence of compliance and data on substances such as PFAS, in order to reduce the risk of border detention and fines.

The immediate implication for procurement is that the ability to obtain and document compliance information may become part of the supplier relationship. A contract can define what information a buyer expects, while the supplier must be able to provide it. Gaps in documentation could therefore become a purchasing and delivery concern, not just a regulatory matter.
The scale of the impact will depend on how the requirements and national penalties are implemented. Buyers and suppliers will need to follow further regulatory information to understand how documentation expectations are applied in practice.
